This film is inspired by the classic academy award-winning short, "Flight of the Red Balloon," focusing on a young boy (Simon,) a red balloon, and Paris. A single mother is doing her best to raise Simon in the midst of an overwhelming amount of work. Song, a Taiwanese film student, is brought in to help care for Simon and eventually, a unique extended family is formed.
